Can't sign in to any wifi (Samsung A3 2017)

[Android Central Question]

I can't sign in to any wifi that require a sign in (e.g. wifi in campus, in airport, etc) there is a pop up on my notification tray, but when i tap it, it won't direct me to the page where i should sign in. Please help

Welcome to Android Central! Go to Settings>Apps, tap Menu>Show System, and look for CaptivePortalLogin. Is it Disabled?
