Can't sync anything to gmail account on note 8

I have literally tried everything. it started with trying to get a birthday off my calendar. I removed my email accounts and readded the one i used. well now i cannot choose gmail/google as a way to store contacts. it doesnt show up on the list in my contact settings but when i hit add account it says I already added the account to my phone, yet it refuses to show up. I've gone through the system app settings and cleared defaults, I've gone through account, google ans back up settings and everything is correct. it doesnt seem like it syncs properly. it removed all my contacts and i couldnt even restore them. the only option i had was to restore from device and it was missing a bunch of contacts. "restore from google" was greyed out even though it showed the email. i restored them a different way online. please help this is really damn irritating.

Check the Sync Bottom at notification pannel. It must be activate.

I'm not the OP but I don't see that Sync nor Storage in my notification panel. AT&T version.

Did that and also checked if I could add it. It wasn't available anywhere. I'm running Oreo on At&T.
