Can't turn off dark mode in phone/contacts/messages

Just noticed this in the past week or so - but my phone and contacts apps are stuck in dark mode. I have gone into my display settings and checked the option for "light mode" - everything else is fine but those apps. I try the "Display options" setting in the phone app and the Dark theme toggle is grayed out and says "Dark mode in device settings is on" (no, it's not). I have looked for answers and some people have reported that switching dark mode off in messages also turns it off in the phone/contacts app. However, I don't have dark mode enabled on messages - and when I switch it on and then off - nothing happens.

Is anybody else having this issue?

(note: i accidentally included Messages in the title - I'm not having this dark mode always-on problem with the Messages app)

Follow up: appears to be fixed now. Must have been some app update or pixel update.

So I have a Google Pixel 2 XL and this exact problem started for me a few days ago. I don't know how to turn off this Dark mode, despite the same settings you tried.
