Cant turn on the wifi on my samsung grand gt-i9082

Please I am having difficulties turning on the wifi on my Samsung grand duos , I noticed from the wifi icon it seems like it is on but the icon isn't as bright as other icons when turned on

Did you update to 4.3.?
I'm experiencing the same thing in my i9505 just a few days after the update (from kies, not custom...)
Dont know what to do...
