can't use phone if fingers or screen is slightly damp

Most touch screens are like this. Water droplets can 'confuse' your screen thinking it's fingers scrolling across it. Same thing if your fingers are damp; the dampness would register on your phone as multiple fingers at once or on different locations.

Usually turning the screen off then on works if there's not a lot of water droplets on the screen.
