Captive Portal app

I am a Beginner and was curious ,why do I have a captive portal app?
I have no control over this application and I cannot delete it. I have an S8 Plus upgraded to Oreo 8. O.
Any help is appreciated thank you

Welcome.

That is a System app that allows you to access and agree to the terms of use of public wifi networks, as a condition of using them. Typically, when connecting, you're taken to a website page - the captive portal - where you have to actively agree to the terms before the connection is made.
At least, such is my understanding of it.
