Carrier Billing in Indian Play Store?

This 'appeared' today. Google tells me that Sterling Cellular limited is related to Essar which in turn is related to Vodafone India. I'm a Vodafone IN customer.
So is Google planning to bring carrier billing over here?
Could be, after launching books and movies in the past month.

Edit: Clicking on it doesn't work though.

I forgot to mention that I sideloaded the new Play Store apk. That's why I'm seeing it. It's not pushed out officially yet over here.

The Play Store was pushed officially for Indian Androids a few days back. It doesn't however include the option for carrier billing.
