Doing all the steps but freezing (not uninstalling) LADDM in TB and rebooting didn't get rid of it. I don't understand that. Uninstalled w/System App Remover.
What does Carrier IQ do?

AT&T is usually the big bad wolf with this.
Kinda sucks that we gotta talk about WiFi when discussing carriers... But.. The Sprint G3 comes with WiFi calling out of the box... So if your major concern is at home, work, etc.... The WiFi calling should fix that.
Also, when you do get LTE, its decent... From yesterday:

After backing them up I deleted the two files and the apk mentioned in the xda thread. I ended up restoring the stock rom and setup the phone again.Try a restart? Did you delete that apk?
