Yes but it may take longer to charge. Generally a tablet needs more power to charge.

The Nexus 7 charger is a 2 amp charger I believe. I left mine in a hotel...and had to buy another one. Was in an office depot for something, and saw the OEM charger in there for 29. Ouch! At least I did not have to pay the 10 bucks in shipping from google.

any of the OEM / knockoff apple ipad chargers with .5 volt at ~ 2.1 amps are fine for charging the N7. I have a 9 dollar one as a backup & it works fine as long as the N7 is the only device charging at one time.
