Can I use a Qualcomm qc charger on a non qc phone? I assume it will charge at normal speed, but will it hurt anything?

No. The normal charge is 5 Volts, which is what a non-QC phone wants.

Oh ****, so I can't use a QC charger on a non qc phone then? My car charger pretty much doesn't charge (maybe 1% in 30 minutes) I'm getting an S6 near the end of May when I'm eligible for an upgrade, I was hoping to get a charger for it now since I need a charger anyway.
I guess though, I just won't plan to charge in my car.
