Charging/ cable questions - only charging on data cable if data link established

I have a razr M an lost my charging/data cable. I bought another, and it didn't work when I plugged it into A/C adapter, but did charge when plugged into laptop or desktop pc when disk was mounted. I have a charge only cable that works fine w/ a/c plug, but is short (16 "). I tried turning phone off to charge. works fine w/ charge only cable, but data/charge cable causes powered off phone to boot when plugged into usb or a/c plug. also noted that phone battery seems to discharge over data cable on a/c plug, or usb if not mounted . I'm running Android 4.4.2

I think there's a question somewhere in your post, but not really sure. The only thing I can think of is get another data/charge cable... or borrow one from someone who has spares lying around.
