Charging issue

I am at work and don't have my stock charger but I plugged into 2 Co workers chargers 1. Stock GS3 charger other moto x and I actually lost a percent after 30 mins and gain 1% after an hour, on the other. I was not using the phone either time. I know the stock is like 1.8 amp but should still gain not lose... Right?
