I just got a Gear S3 Classic, and it will not charge past 97%. Any suggestions?

Buy it new? Unlocked or from a carrier? Should go to 100%

Is the charging cradle plugged directly to the wall with the OEM cube? I had unpredictable issues but it was because I was plugged into a power bar.
