Charging Restart Issue

My samsung s4 mini have ran out of battery, so i put the cable to charge it, the battery screen appears like usual and it shows charging normally but after a few second it restarts and come back in the same screen with the battery, it is doing the same thing for about half an hour. Any help?

Problem solved the cable had a problem.
