Charging to 98%?

Does any body else's battery charge to where it says 98% and stop and say its fully charged? It does it with mine almost everytime. I turn the phone off and leave it there for a few min and turn it back on and it changes to 100%. Glitch?
 
It does this by design. It prolongs your battery's life (in terms of usability over years).

Yep its a built in safety feature all phones have...

It may stop at 95,96,97, etc... All phones differ a little. Then you can do what they call "bump charging" and unplug and plug your device back in to get it up to that 100%.

Its done to prevent overcharging and prolong the battery life.

Some custom kernel devs have in the past changed the parameters to allow it to charge right up to 100%.
 
Now I'm just wondering if this is built into the phone or is it the battery that has it? I ordered the seidio extended battery and we'll see if it happens to that one as well.
