Below that thread was a list of "similar threads". In the one asking this about Safari they say to check the settings for the site, and appear to talk about this like they are trying to get email notifications. Maybe the steps they use to check and change the site settings can be used to help with this in Chrome. See that thread here.

You can set up Chrome to get notifications, like meeting reminders, from websites, apps, and extensions. If you get pop-ups or ads, learn how to block or allow pop-ups.

I would recommend looking outside of Android just based on the fact that it isn't running on any Google or Android device.
