You'll need to activate this flag.... chrome://flags/#android-bottom-toolbar .... by copying and pasting it in to the address bar (you'll need to relaunch the browser twice) should you want to try it. The flag is also available in the latest Chrome stable but not yet live.
In Settings you'll then find 'Address Bar' to change the toolbar position; its a bit buggy but useable. You can also swap between the top and bottom positions by pressing and holding the address bar, although the 'Copy link' feature which also shows up isn't functional yet.
