While investigating Developer Options on an Alcatel 1B smartphone with Android 10 Go, I came across CleanerPoliceService running in the Android System app . This service isn't running in any other android device I've checked, including an Android 11 Go tablet. What is CleanerPoliceService?

Welcome to AC!

It's hard to say what it is as these low spec budget phones get loaded with stuff, never heard of it in Developer settings on high end device.
Actually the Alcatel 1B isn’t loaded with junk apps. It has pretty much bare bones google and android system apps. I have a Samsung A14 5G phone which is loaded with stuff.

Does the phone come with anything like Samsung's Device Care features? "CleanerPoliceService" sounds like something that might monitor the apps that are open in RAM and automatically clean things out (which is unfortunately common among certain Android manufacturers who are obsessed with keeping RAM "clean", which works counter to how Android is designed).

The Alcatel 1B has a Smart Manager app for 1. managing which installed apps can start automatically, 2. managing battery saving options, 3. a memory cleaning service and 4. a notifications manager. Do you think CleanerPoliceService is related to the memory cleaning service in Smart Manager app?

Usually the Andriod are not loaded with lot of junk i mean who knows what the manufacturer installs on these budget device's , like my top end Samsung/Pixels/One plus dont see that in developer settings.

I understand now. Thank you. Alcatel is owned by Nokia and since Nokia is reputable I thought the phone might be okay as a backup. I use it as a voip home phone and for its FM radio capability in the gym. Most high end phones have the FM transmitter turned off.

That's almost certainly the responsible app. You typically can't uninstall these kinds of preinstall apps, unfortunately.
