Clock shows wrong time zone on Nexus 7

I had a similar issue to this on a tagital android. It turned out that if I set the timezone it would reset itself to central timezone even though I had not switched on auto timezone - I found out location services was telling it it was in Central timezone. When I turn off location services, it works, but of course sometimes I want location services to be on!! GRRRRR!!!
