I have had the exact same issue with my Incredible 2 as well (mine started to act up and stop working several months ago :'( ). I've looked through many forum threads here on AC and it's not a new issue. Unfortunately there is no easy fix in sight. Many claim that a factory reset solves the problem but many also say that the issue returns after doing such a drastic measure. A lot of people that do have experience with this phone/OS (I'm still a noob) highly recommend not to even attempt a factory reset just for this issue. I've also read threads that if you root your phone, the ability to "unfreeze" the widget is available. I wasn't able to root before the Gingerbread 2.3.4 update hit my phone though, so I couldn't find out.
I have been in contact with HTC about this issue and they "claim" that they are working on an update to fix this problem and the only advice that they can give me right now is to use Third Party apps from the Market til this is fixed.
