Whenever I try and boot up Nexus 7 while holding down volume down I get to the fastboot, but when I go to recovery and select it with the power button it just sits on the Nexus 7 logo forever and I'm forced to hold power button down until it reboots. If I open up rom manager and tell it to go to recovery it works just fine. What do you guys think the issue is? Thanks.

Its a known bug with the bootloader.. it has to be plugged into the computer to go to recovery via the bootloader method.

Takes me to CWM perfectly from a booted state. I never use the hardware buttons unless it's powered down. It rarely is.

Yup, this method (or any similar method, really), avoids that bug entirely.
