Just what the title says -- there's a small amount of dust/dirt compacted at the bottom of the jack, just enough so that the male end of the earbud/headphone cable pops out of the jack.

I know compressed air is recommended but my concern is that the dust/dirt is so compacted that the air won't have any effect. Is there any small tool (like a pick) I could use to break it up first or is that just a bad idea?

Welcome to Android Central! I suggest trying a bobby pin -- they've helped me out of a few jams! And their ends are sharp but not *too* sharp. It may be easier for you to get the dirt/dust out than other objects!

I second this, and have done so on my phones as well. Using compressed air risks blowing the gunk into the inside of the phone and causing other problems.
Especially if packed in there already if loose compressed air wouldn't be bad
