Reboot into recovery - clear cache and dalvik and re-flash. See if that fixes it. If not, clear data/factory reset, clear cache and clear dalvik and re-flash. Rebuild by only restoring GAPPS and the apps out of Titanium that hold state like games. Re-download everything else from the market. Do not restore system data, and you should be good to go.
