Confused about priority notifications

What am I doing wrong? I have my priority mode set as shown below, yet I still get texts from everyone. I use Google Messenger. I want only texts and calls from starred contacts.

Also, the incoming non-starred text turns the priority notifications off!

The way you're set up, you're allowing all notifications all of the time.

I want no notifications other than phone calls from starred family members from 1AM until 9AM. So my setup looks like this:
 
But I DO want messages from starred family members to go through. That's why I have Messages checked. But it says underneath that that Calls and Messages are from starred contacts only. But I get texts from everyone! This makes no sense.

Are you actually putting your phone into the priority interruptions mode? I have basically the same requirements you do, want everything from a starred contact to come through, and mine works fine.
 
Yes, here is a screenshot of how I have it setup. I just had a coworker text me and it come through loud and clear!

As you can see from the notification bar, the priority star is there. And I have double checked my starred contacts.
 
What App are you using for Messages? Here is my experience.

1) I use Hangouts without SMS so even though I had Messages enabled, I noticed priority mode was blocking everything even from Starred contacts.
2) I then started using Messenger and it worked as expected. So I assumed if you use a third party app it does not apply, or it is only SMS and MMS
3) I have also noticed at times I will be going to bed and the phone will take itself out of priority mode before it is supposed to. I think there are some bugs and is a work in progress
 
I use Messenger and is set as my default SMS app. Interestingly, the priority notifications worked until I experimented with Downtime. When I decided not to use Downtime is when the problem started. The only other thing I can think of that I've done, and this is a stretch, is I have Hangouts hidden in my Nova launcher settings.

UPDATE: It's Messenger that's causing the problem! I made Hangouts my default and it works the way it should. Dang! I really like Messenger better. Maybe I'll try clearing data and cache, or uninstalling ans re-installing.

It looks like it has had a few updates since the last time I tried it. I was having trouble in the past texting folks who were in my circles on Google+ for some reason. The texts didn't go through as it appeared to not be using SMS. Didn't use it long enough to figure it out, but now it seems to offer a choice. Ok, I guess, just doesn't look as nice as Messenger but priority notifications are more important than looks! I'll probably eventually unlock the bootloader and root so that will effectively reset everything, so I'll try it again at a later date.
