connecting galaxy s4 via usb

when i connect my galaxy s4 to my windows 8 pc, the first 2-3 times when plug in and click on the device icon (in My Computer) it opens a window that says 'Folder Empty'. sometimes, the third time it will open a window that shows 'Card' and 'Phone' folders. wth? i already tried reinstalling the samsung USB drivers.

ok, i think my problem was that i have to unlock the phone and then immediately plug in the connector. sometimes it doesn't work if my phone is unlocked and i do various things and then plug it in.
