Connecting to wifi camera and still having mobile data Galaxy S9+

I recently got a new dashcam for my truck which has no screen. So to change the setting and view the video or even just when setting it up to aim the camera you have to connect the camera (Blackvue) to your phone via WiFi.

The issue I am now having is, if I have my phone connected to the camera I no longer get mobile data even though the wifi network has no internet.

Is there any way to set up the wifi network to connect but still have mobile networks for internet. Wifi direct doesn't seem to be supported by the camera so that isn't an option.
If I have the camera connected I cant do anything with data like google maps, waze, messenger etc.
From what I've found I could have it as download booster which lets it use the LTE when wifi isn't strong enough, but I'd rather not have that on incase I forget to disable it when actually using my phone for other stuff like watching videos etc.

You didn't give us a link to the camera, but I suspect that you'll have to run a little router in the truck to connect both the camera and phone to. (You could try turning off Mobile data, then see what shows up in WiFi - the camera may. If it doesn't, you'll definitely need a router to give the camera an IP address so you can connect to it.)
 
By default most phones are setup so that they turn off the cell data when the wifi is on and connected. If you turn on the Developer menu, there is usually an option to keep the cell data on when the wifi is active. My guess is that you will need this option turned on if there is to be any hope of getting things to work as you desire.

I don't follow, and not sure how router would work.
The camera is this one https://www.blackvue.com/dr750s-2ch/.

It puts out a wifi signal to connect to your phone the problem is it's not an internet connected wifi. And when connected to it I lose LTE.

I was hoping there was something in settings to make it where when connected to that wifi signal it leaves data on.

I tried wifi direct but the camera doesn't support it.
