Consistently No Signal When Calling, Then Redial

Hi all, hoping you can help me with connectivity issue. Every outgoing call I make follows the below pattern. I will say that this happens no matter where I am, and I always have at least several bars of signal strength.

1. I hit send. Phone tries to connect, then shows the red "No Signal" screen.
2. Phone kicks in to roaming, automatically redials, and connects call.
3. Once connected, roaming turns off and the solid signal strength shows again.

I recently switched to Ting as a provider, from Verizon. This problem started after switching. I've been working with the Ting folks to solve the issue, and have tried the below. None have worked.

1. Them sending OTA and cancelling device location.
2. Changing out SIM cards.
3. Factory reset, via two different methods.

Additionally, Ting spoke with T-Mobile tech support (since they use their towers). T-Mobile said that the problem is either that I rooted the phone, or that it was being caused by a "phone call recording app" that I had downloaded. I have never rooted my phone, and I know of no such app.

I've uninstalled all recently-installed apps, in case they're hindering the phone in any way. After restarting, I'm still having this problem.

Any ideas on what else I could try? Do you also think it sounds like a hardware problem, and not a provider/signal problem?
