Contacts missing on Galaxy S6 v5.1.1 but present online

I have no idea what the solution is. Please help.

I login to contacts.google.com and I have 96 contacts. They all look good from what I can tell. Same people I've had for years and were there last week.
I look on my phone under Contacts I have 48 contacts. Lots of important people are missing. I go to Accounts to Display and I have my google account ONLY shown. I check all other contact types and the contacts are not there. I ensure that I am showing All Contacts, not just a specific group. I have wiped the cache and app data of the Google Contacts. I have rebooted the phone and formatted the Cache Partition. I login on contacts.google.com and add a new contact and it does add to the phone. Yet clearly contacts like my wife, mom, son etc are not on my phone. These are full gmail.com users with email phone, etc all have been present for years.

What gives?

I went in to google and said restore contacts from 1 hour ago (I havent added/deleted anyone that mattered (other than my tests)) in a while.

This worked! It sync'd and people all re-appeared.
