If you exchange and want a different phone, you will have to pay the price difference, if any. When I bought my rezound for $ 50 on upgrade back in November, and wanted to do an exchange to say a gnex, a month later, then I would have had to pay about $250 more.

Costco is charging $299 for the 32GB version, Verizon, plus a $25 rebate.
Phone rep said they are available around 7/12.

That's more expense than through Verizon! 32GB on Verizon is $249.

The subsidized price is never seen by their system so they cannot charge tax. The price they see is the wholesale that they paid and the price they charge. They don't show a "full retail" price.

Things must have changed since I ordered the Rezound back in November. I paid $50 for the phone and $64 in taxes. Or perhaps because this is a pre-order.

BTW, legally speaking in CA (as per the link I posted), they are REQUIRED to charge tax on the full price of the phone if bought at a subsidized price. Of course, some stores choose to illegally collect the wrong amount of tax, just don't be surprised if the tax charged gets increased to the proper amount.

I was looking at getting a rezound then exchanging it for a G3 would I lose my unlimited data like how VZ is doing it?
