An update. I ran by Costco to get a few items and stopped by the kiosk. They have the S4 in stock! The deal is available right now in store if you have one close by. The accessories are not world class but better than in past years. Also he said it is waving of the activation fee not upgrade fee. So only for new lines. If you are upgrading you will still be charged that fee unless you can get the carrier to wave it.
