Could my friends phone be hacked?

On play store i was on the page to install outlook a friends name was on there as her google + does this mean she has hacked my phone

If it was on the list of accounts available, that only means that (for some reason) your accounts are linked. But if she appears on the description of the app, then that's Google telling you that your friend has either downloaded the app herself or has left a rating for it, and since you know her, her opinion might be more relevant to you (which is why she shows up in there to begin with).
