CPU Power saving mode

I turn on power saving mode, specifically cpu power saving, cpu spy shows the cpu is limited to 1.35ghz, as it should be. But a few minutes later its showing it as 1.9ghz again. Can any one see if theirs does this also?

Cpu spy will tell you how fast its running.
