Create New Folder

Place one app on top of another. A folder is automatically created

Go to market download app for office applications there are tons. T he phones now have few apps to leave the customization up to the individual owner.:)

I didn't say that I did. OP asked how to create one. ICS doesn't allow creating an empty folder to the best of my knowledge

No one wants an "empty" folder. The title is "Create A New Folder". If you didn't say that you needed an empty folder, why bother responding?

Simple, how about an empty but nameable folder to place apps/widgets into; kinda like you would do on the desktop for storing like items. If I have 10 items that have to do with the money market/stock market/etc, I would like to place them together in one folder rather than have 10 apps spread out over my phones limited desktop.

You don't. You need at least 2 apps in a folder. You create a folder by dragging one app over another on your home screen. And widgets can't be inside of a folder, they simply exist on your desktop and that's it
