Creating an album in the Photos app

I have the built-in Photos app on my Moto Z Force. When I go to the Albums section, the default albums appear at the top of the screen. In the lower section, it states that, "The albums you create are shown here." When I tap the stacked dots in the upper right, the heading is "Create new," and one choice is "Album." However, when I tap Album, the next screen states "Create album," but there only is an "X" in the upper left, and I don't seer a way to create an Album. Is there a way to create a custom-named album, or must I use one of the default albums? Thanks!

On the main photos page press and hold a few you want in the album. Hit the plus sign on top and create it. Then add to it.

But, what if the pics are in my Downloads folder, and not in the Photos app? I don't see a way to get them to Photos.
