Hi there ppl,

Anybody having this issue ? At every 8-9 mins, pops up on my screen. Very annoying. I called Samsung today. Their technicians were unable to help me.
They know ****. So, they recommended to reboot my mobile. Is there anything that can be done to avoid resetting ? What if the same **** appears on Note 7 ? Maybe Samsung is just simply rubbish...
Has anybody fixed the problem ?

Many thanks

Welcome to Android Central! Does this happen on both wi-fi and mobile data? Where are you seeing the message? Is it a "toast" notification that appears at the bottom of the screen, or does it appear in the status bar along the top?

Sometimes the system will download things like dictionary or text-to-speech files in the background, and if there's a problem with the server connection, it might give you that error.

Either wifi or mobile data, it still shows up at the bottom of the screen every 9 mins. I used a Toaster app, but couldn't find out what app is trying to download.
I don't know what else to do to fix it

UPDATE. Seemingly, the message appears only over wi-fi, not on mobile data. Thanks for any ideas you might have

Does it happen on any wi-fi network, or just your home network?

Ok. I sorted out the Samsung mess.

I have put Messenger (the FB one) as default instead of the messy Messages from Samsung. No more pop up message 'Currently unable to download etc...' That sheet was driving me nuts. Samsung technicians knew nothing, only blah-blah...

I had this a while back. This seemed to be from a MMS message that couldn't download. I deleted the message and never got that again.

Yes I turned auto retreive off in the message app's settings for multimedia messages. Then reset. That seemed to stop it.

We had this problem with our s6. It seemed to begin happening when we received a message asking if we wanted SMS to be our default messaging. This is what we did to fix it - took all of 2 minutes:

* Go to Settings > Default applications > Messages
* Select "Messenger" as your default messaging service.

At that point, we received a message that was stuck in queue since we selected SMS. We deleted that message and everything came back to normal. Hope this helps.

I got the same problem in my Galaxy Note 4 after updating it to Marshmallow 6.0.1.
I managed to notice that this command used to appear frequently, whenever I was clearing SMS/MESSAGING DEFAULT SECTION from Recently Used Apps.
This problem was coming in wifi, data usage as well as when I was offline.
However it got resolved finally once I deleted all the SMS/Threads from Message Inbox (i.e. it has nothing to do with Android update)
The reason of such command could be any pending MMS which you might have received (or sent) in recent past but it got hanged with your network server due to some reason. Every time you open and close your default messaging app, this command appears.
Once you clean your Inbox completely (Your Default Messaging App Inbox), your problem will be resolved.

As it seems once you clear put all your message it will go away ....inbox out box or stored I had the problem and did that and it went away it was on a thread on here so I follwed the instructions and it worked

Check for MMS messages that have NOT been downloaded. Download them even if expired. This fixed my problem.
