Custom built apps but not by me

[Android Central Question]

I can't change the settings at all cant uninstall or disable them. Apps indicate remote access.. what can be done. Please help. Factory reset doesn't help. My unemployment, my banking, my Credit Karma and Facebook's and emails all passwords changed she'll app and countless others have full access and control my phone down to stop my incoming and outgoing mail, text, and call, as well as make them without my knowledge or consent. they also stop or reroute outgoing calls, emails and text.

There's a lot to unpack there and I think you are reading WAAAAAAAAY too much into some of the things you are seeing. The best place to start would be to go to the police if you think you have been hacked, but I kinda doubt that's the case. Hackers would not make themselves so obvious in your devices, and there are a myriad of other reasons (from basic glitches to hardware faults) you can have problems. Why so many people make the immediate jump to, "I've been hacked," is beyond me.
