Where can I find the (text selection action bar commands ) it's not on my phone.

Welcome to Android Central! To select text to copy, long-press on the text, then adjust what you want to select by moving the brackets. Do you see that? If so, do you also see the icons at the top of the screen? The clipboard icon means Copy, the two sheets of paper means Paste, and the scissors means Cut.
 
I don't see those icons after I select the text I want to copy and paste.

Hi.. you have to press on a word in the text you want to copy. Press and hold it for like 2 seconds. Then you should see a couple brackets appear over the text you pressed. If you want to copy (or cut) more of that line, just expand the brackets by pressing on both and drag in opposite directions. Then lift your finger off the screen. Now that text is highlighted. On top there should be a "Copy" icon.. press that and then long press in the area you want to put the copied text and press the paste icon on top next to the copy icon. Thats all there is to it.
