I have my Note 3 rooted on 4.3 and also have safestrap installed. Is it possible to flash this ROM?

All you need is a custom recovery so you should be able to. Can't remember which ROMs SafeStrap is compatible with

I'm sorry, I'm new to all of this. Custom Recovery as in, Clockworkmod? And I didn't know safestrap was only compatible with certain ROMs

Yeah. CWM or TWRP. SafeStrap is a modified version of TWRP

I really just want the Google Android system instead of Samsungs. Something less bulky and doesn't clutter my phone with pointless apps.

Or would it be possible to flash my phone with the developer restore files on odin? Then install CWM?

That would be best. There should be full versions of TWRP for the Note 3.
I recommend SlimKat over CM

Unfortunately I do not see Slimkat has made one for the Note 3 yet.

Not for Verizon lol. I think I'm going to try out this Eclipse ROM for the Note 3 should be interesting.

Didn't know you were on a VZW Note 3. My bad
Eclipse was decent when I used it, but it was ported from the Verizon S4.

When installing a ROM should I make a virtual ROM or just flash it over the Stock?

You can't flash it separately from the stock ROM. It overwrites that.
Make a nandroid backup before you flash a ROM though

Nope.
The dev edition's bootloader can be unlocked without voiding warranty. If you flashed anything on yours, you would lose warranty

Voiding warranty doesn't bother me a single bit. I just want to be able to use what I want. I would love have CWM Recovery on my phone instead of using safestrap.
