Settings>themes, more or less at the center of screen display three lines, touch there and them select the themes you like most. See the complete theme, the last photo display will show you the notifications color of every specific theme. Oh my God , I misunderstood OP. Now I see what's he is asking and I don't know the answer. Maybe with root but don't know cause I never rooted my previous mobile phones. Excuse me please, I'm sorry.Your notifications in the screenshot are still white. I believe the OP wants dark notifications.

Please , tell me if I'm wrong here. But the Rootles Pixel Launcher is aim at low budget, low ram, low mobiles phones. The Samsung Galaxy Note 8 is far, far for that. I want what's OP wants black black and black in notifications and in my particular case ALL OVER my Note 8 . Please , please tell me if I'm wrong.The Rootless Pixel Launcher should be able to do this as well but only with a dark background.

The Rootless Pixel Launcher is the same launcher used on the Pixel just made available for other phones, including Samsung devices.
That still wouldn't do squat for notifications as the launcher would not be able to
theme over system UI elements.
