Dash clock?

The directions say swipe to the left screen and press the + icon.

I can't get the + icon to appear, how do I get it to show?

Have you 'Enabled widgets' in Settings>Security?

Or you may have installed an app called Lockscreen Policy which allows you to turn off lockscreen widgets.
