Data issues in Maine

I've been with a T-Mobile MVNO for the last few months. It worked great, except of course my AT&T Note 4 doesn't have all the bands I need so coverage was hit-or-miss. So I finally decided to try AT&T again.
I've been on for a week, and I don't remember service being this bad when I left three months ago.
It "feels" like there are specific areas where I can expect really bad signal (Ookla speedtest just shows "NETWORK ISSUES" and won't run a test at all, or a test grinds along at some teeny number like 0.2mbps then fails mid-test).
Service is particularly bad in downtown Freeport, ME (04032), outer Pleasant St Brunswick (04011), on the Bowdoin College campus in Brunswick (south side of campus is the worst), near the "green bridge" connecting Topsham and Brunswick in Maine St.
But overall I rarely manage a test better than about 2MBPS down, 0.5MBPS up pretty much anywhere in the week that I have had the service.
At AT&T's recommendation I have done a factory reset on my Samsung Galaxy Note 4 and it was already running the latest OS available from AT&T. It didn't help at all with data speeds.
My wife is experiencing similar problems on her Galaxy S7 Edge in the same approximate spots, so I'm not completely convinced that the AT&T rep is correct that "it's just that the Note 4 is an older device and it may be time to upgrade"
 
I should point out that the same areas work without any problems on my T-Mobile MVNO SIM (MintSIM). I've even put the MintSIM card in in areas where I only get EDGE signal (my Note 4 cannot do anything with T-Mo but EDGE and LTE) and have seen faster service than on AT&T HSPA+ in the same places. Where I have T-Mobile LTE, it screams.

My current options are:
- Swappa a T-Mobile phone to get better coverage and just buy a bunch more MintSIM.
- Get AT&T working and stick with my current phone.
