Data Roaming Disabled but Still Using Data

I have data roaming disabled but my phone (Nexus 5) is still using data when I'm roaming. The only way I've found to prevent this is to turn off cellular data entirely. Can anyone offer a suggestion as to why this is happening? What I want is for my phone to use data when on my carrier's network but not when roaming.

Screenshots of my settings are shown below. Unless I disabled data services entirely (second screenshot), the phone continues to download data.
