Data speed in Minneapolis/St. Paul

Just got the new HTC Inspire. And this is my first time with ATT - Live in St. Paul. Supposedly - HSPDA+ isn't up and running in MSP yet.

With that in mind - does the 3G data in MSP kinda suck in general? I'm getting average speeds of about 600 kbps down and 300 up in different areas. Other folks with the same phone in different areas (still on 3G) are reporting 1,000 - 2,000 speed.

What gives? Just my bad luck or do others in my area have slower speeds too?

I was up there a couple weeks ago for the International Motorcycle Show, and it was flying for me, on both my Captivate and my Torch. I had fantastic connectivity all over town.
