Data turns off when making a phone call?

I have a Verizon Note 4, and I can't remember, maybe this happened after a update, or I never noticed, but when I make a phone call, even when it's turned off, I see my 4g icon turn into a 1x. Is this normal, to not be able to use the internet while on a call?

That would be your lovely provider Verizon. Yes, it is a thing. You can't use Data while on a call.
I believe that only iPhones can multitask on Verizon. Someone can correct me if I am wrong, but I know this at least USED to be the case.

If you are on LTE, one of two things should happen.

1. If you have provisioned Voice-over-LTE (I forget what Verizon calls it, AT&T calls it "HD Voice") then your voice call will be carried over LTE and you should have simultaneous voice and data.

2. If you have not provisioned VoLTE, your voice call should be handled by the CDMA circuit while the LTE circuit handles data.

If you are on 3G, 1X, or anything other than LTE on Verizon, you will not get simultaneous voice and data - Verizon's implementation of the CDMA protocol simply cannot handle it.

If you are going from 4G (LTE) straight down to 1X when you receive a phone call on Verizon, something is set improperly. Make sure everything LTE is turned on, and maybe call customer service and make sure that Voice-over-LTE is provisioned to your line.
