Default keyboard restoring after phone reboot?

I use thumb keyboard on my Nexus S with JB. Every time I reboot my phone, it goes back to the default Android keyboard.

I did a google search and it appears this happens with Swype as well, so I'm thinking it's an Android OS issue, not an app specfic one.

Anyone else having this problem?

Is it installed on an SD card?

I had a similar problem with Hacker's Keyboard on my LG Nitro. Turns out I moved it to the SD card a while ago, and my phone loaded the default keyboard, because the hacker's keyboard wasn't shown as installed until it had finished scanning my SD card (took a while, with 15GB of stuff on it.)
