Default screen timeout value always resets to 2 minutes after reboot

I set the value to 30 seconds and after every reboot it resets to 2MIN.

Also the brightness jumps to 100% after each reboot. I set it to about 50% and not on Auto mode.

Why is that and what can I do to permanently set 50% on brightness and 30 seconds for the screen timeout.
