DevIcon.fil & DevLogo.fil on both SD Card and Internal Storage

I searched both these file names on Google and got nothing! like if I am the ONLY person who has these files!!! but I cannot be!!! what are these DevIcon.fil and DevLogo.fil files that exist on both my SD Card and Internal Storage?? and are they safe to delete???
