Dex-what am I doing wrong?

I have an hdmi cable to usbc cable. I plugged it in to my computer and phone, got the pop up asking if i want to do Dex or screen mirror. I chose Dex and nothing. So i tired screen mirror. Still nothing. I tried changing my usb connection to transfer files instead of charge and it wouldn't stay in that mode. Anyone have any ideas?
