Dial2do.com has a way of tweeting, sending e-mails, posting to evernote, etc all by using your voice. Its not really an app though.

You have to call every time you have to check if you have a mail. That is a pain. The voice quality is really bad. It's more distracting then making you focused. No way is a solution to "Texting While Driving"…. Don't bother to waste your time people…...
