Did notification handling change on N4F26I?

So last night I factory reset my phone (I was on latest build, 7.1.1 with December security update, after leaving beta preview last month) and I noticed now notification settings are different... Previously, there would be different "levels" of 1-5 of notification that could be selected, but now there's only a few options. Now I'm on the January security update. I've attached screenshot. Any thoughts on the notification levels not showing?

In order to reactive system UI tuner, 'developer options' must be off. Once 'developer options' are off, pull down the notifications shade and hold down the gear icon on the top right and system UI tuner will appear in settings.

From what I had previously searched, this is the default way to activate System UI Tuner.

the screen shot you show is from settings, notifications, messenger (nothing to do with levels 1-5). Your last post is talking about the system ui settings, other, power notification controls, which shows the levels you initially talked about. 2 different animals, yes?
